Integrating emerging technologies in special education teacher preparation is a pivotal advancement that can enhance teaching effectiveness and student outcomes. However, embedding technology into teacher education programs remains fraught with challenges (CIDDL, 2024). The recent study by Howorth et al. (2024) explores how the University of Maine’s Special Education Teacher Preparation Program addresses these barriers through collaboration with the Center for Innovation, Design, and Digital Learning (CIDDL) Tech Alliance. This initiative highlights the potential and the limitations of leveraging digital tools to prepare future educators for the evolving demands of special education.
Addressing Barriers to Technology Integration in Special Education Teacher Preparation
The study collects data and identifies major barriers to successful technology integration at the University of Maine. Faculty and students reported systemic barriers that hinder effective technology use in teacher training.
Challenges in Faculty and Student Experience
Faculty cited limited time for technology integration, credit hour constraints, unclear state standards, unequal access to technology, and insufficient digital literacy among teacher candidates. They also noted the absence of a professional learning community for technology use. Students reported limited opportunities to design instruction with commonly used technologies, a lack of classroom experience with technology, and insufficient exposure to tech-based student assessments. Some courses emphasized technology over core content, and Universal Design for Learning (UDL) was inconsistently applied.
Gaps in Faculty Knowledge and Training
Although most faculty felt confident using digital tools for research and communication, gaps existed in understanding how emerging technology can support students with disabilities, incorporating UDL across courses, and conducting remote student observations.
Strategies for Sustainable Technology Integration
Based on the response, the authors identified the need for a clear vision of integrating assistive technologies, virtual and augmented reality, and artificial intelligence into coursework to enhance technology use. Efforts were made to strengthen faculty development, align technology with course objectives, and create collaborative learning spaces.
Action Steps for Program Improvement
University of Maine’s 2023–2024 academic plan included increasing technology integration in coursework, embedding practical applications in syllabi, exploring instructional tools, and monthly faculty meetings focused on professional development in UDL and technology. Collaboration with administrators and external organizations, such as the Maine Center for Inclusive Technology in Education, helped create sustainable support systems for preservice and in-service teachers.
Implications for Special Education and Teacher Preparation
The study’s findings have significant implications beyond the University of Maine. Integrating emerging technologies in special education teacher preparation is a global concern, as many institutions face similar challenges in digital readiness. By addressing issues such as faculty training, digital equity, and sustainable technology integration, the CIDDL model provides a replicable framework for other universities and training programs worldwide.
Additionally, the study underscores the importance of policy advocacy in ensuring that state and national guidelines support technology-driven special education initiatives. Many institutions struggle to implement technology integration effectively without clear policies and standards. Governmental and institutional support is necessary to seamlessly incorporate digital tools into teacher preparation curricula.

University of Maine’s approach is a model for other institutions aiming to enhance technology integration in special education teacher preparation. The collaboration between faculty, administrators, and external organizations highlights the importance of a systemic approach that includes ongoing professional development, institutional support, and strategic partnerships. Using assistive technologies, adaptive learning platforms, and AI tools can transform how educators support students with disabilities. By embedding technology throughout coursework and fostering a culture of continuous innovation, UMaine is taking meaningful steps to prepare future educators for the evolving demands of special education.
